This is Phase 4 of the Cataclysm prequests, in which various cities are invaded on a regular basis by elementals. You have to close the rifts by killing a bunch of them, as well as rescue trapped citizens and guards. If you do this, you'll be able to 'take the fight to the enemy' with four rehashed bosses that drop ilevel 251 loot
